This role is a key strategic position for this regional hub of the Emergency Services to deliver its strategic vision to improve patient safety and deliver the best patient outcomes possible, as well as drive resilience and reliability against regulatory compliance to be achieved through 4 pillars of a high-performance ambulance Trust: economic efficiency, response time reliability, clinical effectiveness, and patient & staff experience, serving a vision of the customer-supplier relationship.
The post holder is responsible for the strategic development and delivery of major £multi-million HQ/AOC/Training estate provision with associated pathway re-design and delivery of benefits.
Accountable for the development of all related financial business cases, their approval processes including submission to Trust board, NHS E/I and wider stakeholder partners. Accountable for the property portfolio and estate rationalisation, reconfiguration and disposal as part of the transformation activities.
The postholder will be responsible for the development of identified strategies, related policies and their assurances. Also, the delivery of all programme progress reporting linked to their development and interdependencies of both the Trust strategic operational plan and individual service strategies. They will also be responsible for the management of, and improvement plans developed, related to system and data technology elements of the programme.
The postholder will attend all required Trust Board and feeder committees, i.e. The Transformation Committee presenting quarterly reports and the delivery of assurance.
The post holder will lead and manage the HQ/AOC/Training estate team and is responsible for securing all required resources both revenue and capital and programme progress, including the management and setting of significant budgets/financial resource management. They will lead on the formation of £multi-million business cases for e.g., the Strategic Outline Case and subsequent 5 case treasury model business cases.
The post-holder is accountable for sustaining key stakeholder relationships that will support delivery of the change and in particular will be the lead partner in any discussions with health network or blue light partners.
JOB SPECIFIC RESPONSIBILITIES
1. MAIN DUTIES
Accountable for a clear and coherent programme strategy that combines the multiple, complex and often competing workstreams required to deliver a £multi- million infrastructure change across the HQ/AOC and training estate.
To deliver a full and sophisticated Benefits Realisation case that demonstrates the system value in terms of monetary and non- monetary outcomes from the programme, and how the benefits will be realised.
Deliver the full HM treasury 5 case model business case submission, associated with the Trust Transformation Programme working closely with the Infrastructure and Estates Programme Lead, Estates Director, Chief Financial Officer and others as required.
Accountable for the executive quarterly reporting on the transformation plan progress with escalations and recommended resolutions and solutions outlined.
Must have in-depth knowledge and experience of national guidance and the HM Treasury 5 case business case model, to lead the delivery of the programme business case submissions.
Operationally accountable for, manage (as required) and co-ordinate for the following elements:
* Delivery of the portfolio of programmes and benefits articulated in the SOC.
* Development of Corporate level strategies and policies as necessary, including assurance.
* Identify new projects and programmes as opportunities or necessity arise.
To manage a multi-disciplinary programme to ensure workstream synthesis and identify operational or financial variance from plan that requires programme wide re-planning or escalation to ensure the Trust delivers this change programme on time and within budget assumptions
Use of extensive suite of programme and change management expertise to ensure benefits are realised and embedded.
Be the accountable person to ensure the portfolio of projects is integrated to the digital strategy, with alignment of critical strategic interdependencies.
Prepare and submit monthly reporting to the Lead STP and NHSI or other regulators as may be required on behalf of the Trust Board.
Coordinate and manage the redesign of systems/procurement of new systems to assure reporting matrices and supporting dashboards, pulling informatics from data management systems. Work alongside other Ambulance Trusts to assess reporting requirements in line with the national agenda
Prepare and present six-monthly programme update presentations to Executive Management Team and Performance and Finance Committee/Trust Board as required outlining programme progress and escalations/mitigations.
Across all disciplines with the HQ/AOC/Training estate programme, deliver a comprehensive training analysis review, formulate required training programmes to deliver quality and assurance on both performance and clinical safety within the remit of the programme.
Accountable for the monitoring of the programme against board approved strategies. Reporting interdependencies of progress as part of the quarterly reviews.
Write and update Strategy/Policy documents covering services within sphere of control deliver service change according to Policy with interpretation that ensures smooth transition of change without challenge. Deliver confidence and assurance to all levels within organisation that Policy is adhered to.
Overseeing, directing and managing the delivery of the portfolio, being the 'go-to' person for it, and ensuring it is connected to wider stakeholder network including OPE, Blue Light, ICS et al.
Governance
To develop effective governance systems that meet the requirements of internal and external monitoring organisations/regulators and delivers effective decision making e.g., progress reports to NHSI, KPIs, budgets, reports to CCGs and that these are effectively managed.
To identify, lead and monitor the implementation of the programme and change initiatives ensuring that staff and external stakeholders fully understand their roles in supporting the Trust to achieve its objectives,
To support in the development, monitoring and delivery of the priorities to support the overall Trust strategic plan
To monitor the expenditure of external support costs and ensure best value for money
STAFF MANAGEMENT
Lead the transformation team ensuring appropriate professional skill capacity is in place, with competence to deliver the HQ/AOC/Training estate transformation programme, managing a team commensurate with the position.
Ensure effective management of performance of staff within direct reporting structure, providing learning and development opportunities appropriate to needs through structured supervision and appraisal
Lead the recruitment, training and maintenance of professional standards of the multi-disciplinary team.
Responsible for the recruitment and development of the Directorate staff, including undertaking appraisal and personal development and, where appropriate, progressing any disciplinary or capability issue
About You
You should be educated to Master's degree level in a health care leadership discipline.
Hold a Professional Qualifications in Programme, Project Management and change management qualifications (e.g., Prince 2, MSP, APM, P3OP, P3M).
Have in-depth professional knowledge in a number of disciplines. financial management, performance management, estates and staff management, acquired through further training and experience over an extended period
Detailed knowledge of how to deliver corporate level transformation
Experience of managing previous Estate Rationalisation, and Reconfiguration, covering all corporate areas and functions.
Detailed knowledge of the provision of health services with significant experience in Value Based Healthcare Approaches
