Purpose of the Job
My client deals with nuclear controlled items and, as part of its routine activities, exports controlled goods and technology to customers, approved suppliers and group companies in different jurisdictions. The purpose of the new Export Control Compliance Manager role is:
To be responsible for and manage compliance with the Client UK technology export licences and provide guidance and advice to the Client Group on applicable export control legislation.
To establish and maintain arrangements necessary to ensure that the Client Group complies with all legal and regulatory obligations associated with the import and export of all dual-use goods and technology, in line with the terms of the Clients technology export licences.
To act as the export control subject matter expert, key point of contact for day to day export control advice and escalation point for export control queries.
Main Responsibilities
The role is as an experienced export control manager for 12 month fixed term contract within the Clients Group Legal & Corporate Compliance team. The main responsibilities will include the following:
Manage compliance with Clients UK technology export licences.
Ensure that appropriate export control records and End User Undertakings are collated, maintained and readily available (as required by the terms of any licence or authorisation) for inspection, working in conjunction with other departments.
Prepare and submit new UK export licence applications (including via SPIRE) for certain exports of goods and technology by the Client Group.
Co-ordinate, prepare for, and represent the Client Group at, all UK export control audits.
Develop and implement continuous improvement actions to address any issues arising out of export control audits.
Maintain and develop internal export control policies and procedures, including internal processes required to ensure ongoing compliance.
Provide timely, accurate and professional advice to the internal customer community and proactively participating in projects where export control advice is required.
Proactively monitor and keep up-to-date with export regulations of all relevant countries, developments in the international export control regimes and communicate the implications of developments to the Client Group.
Liaise with other Client Group export control personnel (including site export control managers), Group Information Security, the Chief Commercial Officer and the Chief Operations Officer to develop an understanding of the impact of export regulations on the business operations of the Client Group as a whole.
Develop an organisational understanding of, and adherence to, export control regulations and improve internal processes to maintain compliance.
Experience & Skills Required
Specialist and detailed knowledge of relevant UK export control regulations (other relevant jurisdictions including the US, Netherlands and Germany is desirable)
Familiar with export control licence applications within the UK (other relevant jurisdictions including the US, Netherlands and Germany is desirable)
Experience of working within the energy or nuclear sector is desirable.
Experience of designing and implementing an export control programme in a multi-national organisation.
Experience of working for a multi-national company.
MS office user, including Word/Excel/PowerPoint.
Familiar with standard legal research tools.
Qualifications
Educated to degree level.
