Programme Manager
Location: Unit 1, Walton Court Shopping Centre, Hannon Road, Aylesbury, HP21 8TJ
Working Hours: 8.30 am to 5.00 pm OR 9.00 am to 5.30 pm 1 hour lunch Monday to Friday: 37.5 hours per week Reports to: Communities Programme Manager Contract
Type: Fixed Term Salary Band: £26k-£29k p.a.

Purpose of the Programme Manager Job
· Deliver funded employability programmes for TCHC to help individuals toward and into work in and around Kettering, Daventry, Northamptonshire, Milton Keynes, Bedford and Central Beds, Luton and Banbury.
· Successfully manage partner organisations and operational staff.
· Collate and analyse information and report on the progress of the programmes to stakeholders.
· Improve the delivery of the programmes, including overseeing direct delivery of support by TCHC.
· Work with all key stakeholders to ensure quality of service and overall success of delivery.
Main Tasks & Responsibilities of the Programme Manager
· Manage programmes which support individuals towards and into work, including self-employment.
· Work with partners and their advisers to deliver the programmes to target, cost and timescales as required by the funding bodies
· Manage the production, collation and analysis of data and reports and present these to funding bodies and other stakeholders
· Oversee and hold budgetary responsibility for the partnerships
· Line manage staff and work effectively with the team to ensure consistency of approach and maximise efficiencies in the delivery, reporting and best practice methods of the programmes
· Oversee the direct delivery of support by TCHC to programme participants such as employability courses.
· Liaise and work with the regional/sub regional stakeholders (this includes but is not exclusive to working with the National Lottery, the Managing Authority, Job Centre Plus, Local Enterprise Partnerships, Community Organisations, Training Provider Networks, and Local Authorities)
· Work to secure the legacy aim of the partnerships that is better connected to support individuals in communities.
· Ensure that all legislative requirements are observed and adhered to.
Staff Resource Management
· Operational management responsibility for the programme team.
· Lead and motivate to promote a high performing team.
· Work with other departments to ensure quality, efficiency and Value for Money.
· Ensure that individual and team targets are met.

Skills & Attributes of the Programme Manager
Educated to Degree/Level 4 or equivalent comparable experience.
Demonstrable project and performance management skills.
Proven and successful record of partnership working in the employment and skills arena.
Excellent communication skills; keeping others informed taking into account of discretion, sensitivity, confidentiality.
Ability to motivate and build a team capable of excellent performance.
Be a team-player with the ability to work effectively within teams as well as independently.
Organisation & Motivation – The suitable Programme Manager will be able to work in a structured manner, prioritising tasks and coping with peaks and troughs calmly and responsibly, and to target/timelines.
Access to a car, full and valid driving license – essential.
Microsoft Office: Word, Excel, Outlook, PowerPoint – intermediate competency required
