Programme Manager
As part of the QI and Transformation team, the Programme Manager has a key role in supporting the development, planning, delivery and monitoring of specific portfolios, programmes and projects, as well as establishing and embedding a consistent change framework across the organisation which builds organisational capabilities to effectively manage and deliver successful change.
Temporary: Expected to last 6 months with a possible extension
Location: Amersham/Aylesbury (working from home)
Pay Rate: £21.70 – £25.60 per hour paye plus holiday or £25 to £29.40 per hour umbrella
Hours: 37.5 hours per week
Job details:
* Provide programme or project management support for improvement and transformation schemes, supporting the planning, design and delivery of agreed outputs and working closely with divisions in a matrix structure to achieve the aims and outcomes within the agreed time and cost restraints. A number of these programmes/projects are complex, involving service redesign and organisational change.
* Drive innovation and ideas generation within the Trust, taking an active role in identifying and developing new schemes to deliver improvements across people, quality, and money to realise sustainable improvements in quality, patient care, efficiencies, and reduced variation.
* Develop and ensure continued implementation of robust programme management systems and processes, skills and competencies; providing guidance, support and challenge to clinical, non-clinical and managerial staff at all levels to develop capabilities and embed the delivery of change within a consistent framework. Act as the lead expert for aspects of the change framework e.g. business cases / QIA.
Programme Leadership and Management
* Working at all levels of the organisation, design, monitor and effectively manage complex programmes/projects, working in a matrix structure to support the development and delivery of agreed outputs at a Trustwide and Divisional level within agreed time and cost restraints.
* Build and maintain robust yet agile programme structures and facilitate effective governance forums.
* Provide programme management leadership and expertise, and flexible targeted support to the allocated portfolios/programmes and individuals involved, to support delivery and to build capabilities.
* Provide oversight of key projects/programmes within specific portfolios, working with multiple stakeholders to understand and scrutinise status, issues, risks, and interdependencies.
* Work closely with Programme and Project leads at both Executive and Divisional level to influence pace of implementation and to ensure outputs are delivered to plan.
* Identify and proactively manage inter-dependencies within the wider transformation programme.
* Develop and implement qualitative and quantitative measures to assess improvements.
* Evaluate, interpret and locally implement best practice where appropriate.
* For specific portfolios, oversee the monitoring and reporting of CIP schemes, working with programme/project leads and divisions to resolve issues impacting progress
* Work with the finance team to ensure savings resulting from the transformation schemes are being captured appropriately.
* Ensure that the projects and financial savings do not have a detrimental effect on the operational business and performance of the Trust
* Drive innovation and ideas generation within the Trust, taking an active role in identifying and developing new schemes to deliver improvements across people, quality, and money.
* Provide relevant and well-structured data analysis and benchmarking from accredited external organisations to support the identification of new opportunities for improvement.
Performance Reporting and Communications
* Proactively provide regular updates to the Head of QI & Transformation on the progress of each portfolio/programme and any emerging risks/issues.
* Prepare programme updates to the relevant governance meetings and committees as required.
* Produce written documentation, including status reports, board reports, information and data analysis as required for the EMC, F&BP, and Trust Boards, ensuring communication is appropriate for target audiences.
* Make recommendations and present findings at all levels throughout the Trust and to external partners as required.
* Facilitates group session to identify and develop new opportunities for improvements.
Practice & Procedure
* Develop and ensure continued implementation of robust programme management systems and processes, skills, and competencies.
* Act as the lead expert for aspects of the framework e.g. business cases / QIA.
* Ensure all procedures & processes are fully documented and are reviewed on a regular basis.
* Provide guidance, support, and challenge to clinical, non-clinical and managerial staff at all levels to ensure adherence to agreed policies and processes to embed the delivery of change within a consistent framework.
* Ensure that all reports & processes used conform to the Data Protection, Information Governance & Caldicott Guidance, and other relevant Trust policies
