PMC Senior Project Engineer – Milton Keynes
Purpose:
Senior Project Engineer assists the Project Engineering Manager and capable of deputizing for the Project Engineering Manager
The Senior Project Engineer will be responsible for leading the engineering effort for specific areas and capable of deputizing for the Project Engineering Manager.
Assists in coordinating engineering activities up to the scheduled completion, in accordance with company QHSES corporate & Client policies, contractual commitments (design data, codes, classes etc.), schedule and budget.
Develops and reviews project and PMC procedures
Supports review interfaces between disciplines.
Coordinates both technical and economical/scheduling aspects.
Takes part in project review meetings (Model, Construction, etc.) and records actions
Deals with technical TQ’s, NCR’s OR’s, issues and tracking
Support technical aspects of any proposal preparation
There may be occasion when the Senior Project Engineer will be the sole point of contact for engineering works
Job scope:
The Senior Project Engineer main responsibilities are:
Responsible for the day-to-day detailed technical coordination and control of engineering disciplines as assigned.
Is responsible for ensuring that Technology, Design Engineering & Process Engineering is performed in accordance with project scope, procedures and contract.
Ensures a clear and consistent understanding of the technical scope requirements within the project team. Supports the Project Engineering Plan and gains buy-in from functional managers prior to approval.
Reviews change requests for acceptability and for work-hours, schedule and material quantities, and creates logs and monitors project change requests, technical clarification, deviation requests, value engineering, etc. to the Project Engineering Manager for review.
Works with the functional managers and the assigned discipline representatives to implement standard work processes, procedures, training and automation tools.
Follows the engineering work process to expedite and facilitate the completion of the engineering project. Co-ordinates between other engineering disciplines, as well as Construction, Procurement, Project Controls etc.
Coordinates technical matters relating to Procurement and Construction, including technical bid evaluations, requisition packages, vendor document reviews, tests/inspections, sub-contracts, method statements, and disposition of nonconformities.
Coordinates with the Document Control team concerning procedures and systems required for a project.
Responsible for timely completion for engineering content of internal and external project reports
Manage value engineering studies using appropriate techniques and report recommendations to the Client
Ensure that applications for approvals under planning and other legislative and regulatory requirements are made and any conditions imposed are implemented.
Ensure compliance with all applicable statutory obligations, relevant standards and codes of practice and all relevant statutory consents and approvals.
Ensure that Contractor(s) prepares necessary documentation required for regulatory approval
Ensure that compatible information systems are used by all parties engaged on the Project.
Ensure that HSSE in design is enforced and that the design takes account of safe construction methods
Support investigations into to technical issues that may occur during the whole life of the project using Root Cause Analysis.
Organise and manage the technical/design reviews between all stakeholders.
Arrange relevant design and safety review meetings such as HAZOP meetings and ensure that all outcomes are appropriately closed.
Supports and provides input to project risk analysis meetings/reviews
Deputise for the Project Engineering Manager as required.
Identifies interfaces and ensures that they are tracked and resolved.
Manages resource requirements and business needs for assigned project.
Supports and provides input to, development, maintenance, and distribution of engineering budget manhours and schedules on projects and the accurate reporting of such.
Applies expertise to the most complex problems; co-ordinates work outside own area of expertise.
Anticipates customer needs to influence the development of innovative solutions.
Anticipates internal/external business and regulatory issues; recommends process/product improvements.
Develops, coordinates and/or contributes to technical sections of proposals
Anticipates problems; develops innovative solutions and ensures solutions are consistent with organisational objectives.
Reports on a functional basis to the Engineering Manager (EM) and on a daily, project specific basis to the Project Engineering Manager (PEM). Interfaces with the Client, EPC/FEED Contractor and Licensors representatives on the project as directed by the PEM
Coordinates the development of best practices or improvement ideas as part of project execution and close-out activities.He/she is accountable to the Project Engineering Manager and/or to the Engineering Department Manager.
Typical background and experience required:
The Senior Project Engineer must have experience in leading and managing multi-disciplined engineering teams and be able to demonstrate good knowledge of project engineering. Must have strong client skills and an understanding of project related financial issues. They should also be familiar with the latest value engineering and risk analysis concepts.
Must have:
B.Sc. or equivalent degree in Engineering from an accredited university with minimum ten (10) years relevant experience in the oil/gas or similar industry.
3 to 5 years of experience in project engineering or project management
Developed depth of expertise in own discipline and broad knowledge of other disciplines.
Must have experience of working within a PMC role for at least two (3) years.Nice to have:
Chartered Engineer status
UK Design and Construction (preferable with CDM 2015 experience)
Specific experience in Middle East for renowned clients would be desirable
