Job Description:
Our client, a large, established and growing principal contractor within the Civil Engineering sector, is currently looking to add heads to their commercial team, considering candidates at various levels (MQS, SQS, QS, AQS). In these roles, you will work as part of a growing Highways Construction team, which will entail commercially delivering new build highway construction works (Typically projects valued between £5 Million and £50 Million), which will entail, road construction, carriageway dualling, junction improvement, central reservation works or 278 works etc.
In this role, you will help to manage cost control and the commercial administration, reporting and performance on a single large project or several smaller schemes, part of the CDF Framework and the Midlands Highway Alliance (MHA), amongst other local authority frameworks. You will initially commercially deliver works on SEALR – South-East Aylesbury Link Road, which forms part of Buckinghamshire Council’s Aylesbury Orbital Link Roads scheme.
Assistant Quantity Surveyor duties:
Use the latest Oracle software tools to accurately report cost and value to the business unit
Interpret and critically evaluate expenditure reports produced by internal cost systems
Getting involved in the procurement of subcontract partners including preparation of bid enquiry/evaluation
Administration of subcontract works packages including, interim assessments and change management
Produce/issue commercial notices, to both the Client and Subcontractors, as required by the form of contract
Assist in the management of change in accordance with the form of contract, including Compensation Event Quotation
Quantity Surveyor dties:
Produce subcontract documentation including negotiation of terms and conditions, prices, and programme.
Management of subcontract works packages, interim assessments and subsequent change management
Produce/issue commercial notices, to both the Client and Subcontractors, as required by the form of contract.
Manage change in a timely manner in accordance with the form of contract, including Compensation Event Quotations.
Produce, submit, and agree monthly applications, to the Client, in accordance with the form of contract.
Liaise with operational and engineering staff to ensure site records are kept to the standard required.
Produce detailed monthly reports and CVR’s as required by the business unit or project.
Be available to assist estimating and bid teams with contractual expertise.
Senior Quantity Surveyor duties:
Production and submission of Compensation Event Quotations
Produce, submit, and agree monthly applications, to the Client, in accordance with the form of contract
Liaise with operational and engineering staff to ensure site records are kept to the standard required
Produce and maintain a detailed ‘Cost Plan’, tracking and forecasting expenditure, including Subcontractor ‘liabilities’ and use of Oracle based cost analyses
Interpret and critically evaluate expenditure reports produced by internal cost systems
Attending weekly progress and risk reduction meetings with the client and subcontractors
Apply the principles of ‘Doing the right thing’ in maximising value and profit
Managing Quantity Surveyor duties:
Manage commercial elements of the bid approval process in line with the BMS and Bid Manager
Initial bid review for tender opportunities, undertaking commercial review for each tender
Develop a commercial strategy for each tender, reviewing score criteria identify strategies for pricing
Check, contribute and review BoQ, SoRs and Activity Schedules
Liaise with the estimators throughout the bidding process
Input into the production of risk and opportunity schedules
Identify tender queries, encourage others to identify TQs, review and submit TQs
Review tender feedback and implement commercial improvement
Dependant on level, candidates will ideally have:
Previous experience delivering large scale Highway Construction Projects (Circa £5 Million to £50 Million), or Rail, Water, HS2, Aviation projects
Relevant qualifications such as a Degree and CSCS Card
Professional memberships such as MCIOB or MRICS
Strong knowledge of NEC forms of contract
