Description
To ensure that customers and their staff opearate within the legal and good practice frameworks for procurements
To ensure that all customer staff involved in procurements follow the procurement gateway procedures and processes to achieve high quality standard and enhance the reputation of the CSU
To provide and receive complex, confidential, contentious and sensitive information and ability to present this to groups and individuals at all levels across a range of organisations
To liaise with senior finance and project managers to ensure there is clear financial and service input for the procurement document
To lead the customers through an angreed procurement route to achieve compliance with procurement governance
To be part of a team who will be providing strategic direction, leaderhip and implementation of all systems and procedures to meet best practice standards relating ti procurement and market management
To assist the team to deliver agreed project plans using an electronic tendering system
To research and analyse the market prior to any tendering exercise to determine the key providers and identify any new or potential bidders to encourage full completition whereever possible
To ensure that customers include within the specification, reference to relevant standards and policies
Profile
Formal CIPS membership or level 4 NVQ in procurement
Foundation course in Prince2 project management
Experience of working within the public sector and a working knowledge of EU and Public Procurement regulations, Equality Act 2010 and Public Services (Social Value) Act 2012
