Senior Workforce Development Officer
Location: South East
Pay rate: £25 per hour
We are looking for an experienced and passionate Senior Workforce Development Officer. In this role you will support the Strategic Lead for Workforce Development & Learning to implement a county-wide, comprehensive Workforce Development programme for the Adult Social Care Workforce, by responding to identified learning and development needs and meeting statutory and other relevant requirements. You will advise operational line managers and trainers solve specific training problems, either on a one-to-one basis or in groups. You will build training programmes from scratch (from the initial idea through planning, implementation, review and outcomes analysis) and delegate work to other members of the learning and development team. Alongside aassessing the skills and knowledge within the service and determine what training is needed to grow and retain these skills. You will plan and assess the 'return on investment' of any training or development programme and manage budget to same. In order to develop opportunities and partnerships that promote multi-agency workforce development approaches.
In this role you will:
* Manage all components of the learning and development cycle to deliver a range of professional development programmes, ensuring high quality provision which meets local and national requirements.
* Manage and optimise use and effectiveness of training and development resources ensuring compliance with Buckinghamshire Council’s contract procedure rules.
* Identify and develop opportunities for programmes of work that support the delivery of the Adult Social Care workforce and influence positive culture change.
* Develop and evaluate programmes of training and development in order to address changes occurring in the work environment.
* Develop and implement a Career Progression Framework across the Adults and Health Directorate.
* Lead and facilitate training and qualification opportunities for the Adult Social Care workforce.
* Lead on the development and implementation of a Careers Advice Service across the Adults and Health Directorate.
* Complete performance and development reviews for all staff, recruitment, induction, development, employee relations and all HR processes and planning to Council standards and timescales.
* Achieve the targets, aims and objectives outlined in the relevant service and corporate plans and to report as required.
* Develop and ensure delivery of opportunities for programmes that support the Private and Voluntary sector in Buckinghamshire as part of the Council’s sector leadership role.
* Ensure the effective delivery of the Assessed and Supported Year in Employment (ASYE) Programme for Adult Social Care in conjunction with colleagues.
* Co-ordinate, analyse and report feedback and evaluation from learning and development events and develop improvement plans where appropriate.
* Act as cost centre administrator in relation to delegated budgets for the provision of training and qualifications, ensuring value for money and financial compliance with Council standing orders.
* Lead with negotiating and managing contracts with external training providers to ensure they meet the requirements for statutory training and those of the Buckinghamshire Safeguarding Adults Board.
* Develop contracts and quality assurance schemes with universities, FE colleges and training providers to ensure that funded qualification programmes that support the Adult Social Care Workforce are effective.
* Represent the Learning and Development service in identified lead areas of responsibility in local and regional development networks.
* Manage, monitor and analyse workforce data and produce written reports with recommendations to drive service improvement
* Deliver training yourself in addition to using third-party trainers.
* Provide Statutory data returns in line with National and local requirements and to coordinate any related activity on behalf of the Service Director, Quality, Assurance and Safeguarding.
* Work with external partners and internal colleagues to identify appropriate learning strategies across Adult Social Care, commission and broker training where appropriate and maximise the use of external funding.
* Ensure the effective development, delivery and evaluation of programmes to secure best practice across all activities.
* Audit, analyse and develop robust processes and procedures for the Workforce Development Team.
* Work closely with and influence senior leaders and stakeholders.
* Be responsible for maintaining statistical data to support evidence for Local Authority and Government returns.
* Represent Adult Social Care in relevant local and national networks that support training, recruitment and professional development, including regional and national ADASS groups.
The Ideal candidate will:
* Relevant Professional Qualification – background in workforce planning and development – degree level Qualified to degree, CIPD or CTP level, or equivalent
* Access to / use of a vehicle is an essential requirement.
* Ability to travel to a number of diverse locations across the county within the working day.
