Reporting to the Contracts Manager, provide line management to the Contract Surveyors and act as Contract Administrator for one or more of the Investment programme and planned maintenance contracts.
Manage all aspects of the delivery of the Stock Investment, Planned and Cyclical Maintenance Programmes, including enforcing contract conditions, making payments, agreeing valuations, undertaking valuations of completed works and issuing instructions.
Lead on the procurement and commissioning of services required to complete designated programmes of work, managing the tender administration process from inception to completion.
Ensure the development and implementation of modern contracts and relationship management practices within the Trust.
Assist in the development and implementation of a joined up design led approach to the Trust’s Planned and Cyclical maintenance programmes.
Provide professional Quantity Surveying services, contributing to the smooth and efficient delivery of the Trust’s Asset Management strategy.
Essential criteria
* MRICS in Building Surveying.
* Post qualification experience.
* Preparing tender documentation, analyzing tender returns reporting on tender outcomes.
* Managing contractors.
* Contract administration (of major works).
* Estimating project costs.
* Principal Designer duties under CDM regulations 2015.
* Experience in a similar role in a Housing Association or Local Authority (desirable).
* Ability to demonstrate formation of creative solutions to complex property related scenarios.
* Able to undertake a holistic approach to stock investment.
* Demonstrable CAD skills.
* Ability through experience, legal, technical knowledge and interpersonal attributes to act as mentor and trainer to more junior staff (desirable).
* Demonstrates logical and methodical work techniques to prioritise and plan effectively.
* Able to work as part of a team delivering a programme of stock improvements
* Knowledge of framework, partnering and open book accounting contracts.
* Strong budgetary and cost management skills.
* Ability to solve complex problems and excellent decision making skills.
* Able to understand technical drawings.
* Able to communicate to various audiences both, orally and through written documents, reports and briefs.
* Able to diagnose building defects and specify remedies.
* Able to estimate construction, refurbishment and maintenance costs.
* Able to negotiate formally and informally, internally and externally securing co-operation from third parties and delivering value for money.
* Contract programming skills.
* Ability to analyse, monitor, advice and report on the property maintenance portfolio.
* Comprehensive knowledge of contract law and contract administration, including partnering principles
