Accounts Payable Team Leader – Children's Payments Team Leader

Pertemps Recruitment on behalf of Buckinghamshire Council has an opportunity for an Accounts Payable Team Leader in the Children's Services Finance team. This is a temporary position for 12 months, but there is potential for this to be extended further. This role is negotiable depending on experience, and you will be working full time, 37 hours per week.
To coordinate, lead and manage the Children's Services Payments Team within Service Finance.
Directly line manager the members of this team, following Buckinghamshire Councils Coaching for performance framework.
To manage the implementation of new financial processes following the introduction of the ContrOCC finance system and to lead on the change management within the team.
Ensuring excellent customer experience through the continuous improvement within the workstream and working in collaboration with all aspects of Service Finance.
Provide Financial Assurance and compliance with Financial Regulations, Instructions, policies and strategies, in line with the S151 delegated responsibility.

Lead the delivery of accurate financial and performance information of the team, ensuring all identified risks are quantified and appropriately recorded. Ensure robust plans for the mitigation of risks identified.
Lead the delivery of strong financial controls within the team to ensure that financial assurance and risk of fraud is reduced.
To Lead and implement any audit outcomes and recommendations you are responsible for.
Work in partnership with the Heads of Finance and Directorate Managers, to understand the wider financial context and identify developments and challenges which will have an impact on service delivery and performance.
Working with the Head of Finance in establishing and maintaining effective internal control processes within the Directorate in accordance with corporate requirements and good professional practice.
Promote a culture which empowers and supports the delivery of value for money services, identifying and developing efficient process improvements that increase the resilience of finance operations and ensure business continuity.
Ensure that team members are provided with high quality information, advice and guidance on financial strategies, policy, standards and practices to enable them to be competent within their roles..
Work collaboratively with Business Partners to improve communication, business protocol and business efficiency throughout the organisation and to share specialist knowledge as appropriate
To lead on delivering improved processes following the implementation of the ContrOCC payments system and managing the change within the team
Essential Skills and Experience
Educated to NVQ level 4 or equivalent
Where the role is customer-facing and the post holder is required to speak to members of the public, the ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post
Ability to communicate clearly and confidently, both orally, in writing and via the use of appropriate technological and presentational tools. Proven ability to supervise staff, to monitor their performance and if necessary, take corrective action
Good planning and organisational skills, with proven ability to prioritise and co-ordinate workloads, monitor and evaluate work, to ensure deadlines are achieved.
Relevant experience within a large organisation, delivering similar services, with evidence of specialist knowledge and work responsibilities appropriate to the role.
Proven ability to apply high levels of initiative and strategic awareness to problem solving and decision making.
Well developed interpersonal and communication skills to build relationships and engage successfully with the stakeholder community.
Good knowledge of other areas of the authority relevant to the service and awareness of wider sector / external influences
Extensive experience of managing change effectively in a variety of functional and business environments.
Identify, recommend and support the development and delivery of improvements. .
Experience of managing change in teams
Respond to escalated or complex customer issues within the area of responsibility. Proactively identify areas of potential concern and recommend options / solutions
