Overview
Pertemps Recruitment on behalf of Buckinghamshire Council has an exciting opportunity for a Major Project Accountant to join the Projects and Pensions team in their Aylesbury office (HP20 area). Working alongside the Major Projects team you will play an important role in providing financial advice and support to major projects throughout the Council, as well as managing the Corporate Finance Projects Team. You will assist the Capital Programme Manager in ensuring that the major projects are accurately reflected in capital monitoring reports and that expenditure relating to capital projects is properly accounted for. You will also lead on ensuring that major project business cases are accurate and robust and adequately reflect the risks on delivery and budget.
About the role
As a Major Project Accountant you will have a number of responsibilities including, but not limited to the following:
Managing the Corporate Finance Projects Team, including the allocation of finance project resource to projects and looking to develop continuous improvement in the delivery of project financial support.
Lead on the financial support of major projects by providing technical finance and analytical support, including representing Finance on relevant project boards.
Evaluate and create business cases, including investment appraisals in accordance with corporate standards and best professional practice.
Robustly challenging financial assumptions to ensure that financial information is accurate and that all financial risks are properly reflected in reports and/or business cases.
Help the Head of Projects and Pensions to develop standard approaches to project evaluation including templates and guidance and deliver training to appropriate individuals and groups to ensure that these are well understood and consistently applied.
Liaise with relevant senior managers, service offers, external partners, members and Finance staff on matters relating to supported projects or the development of strategic plans, whilst being aware of political sensitivities and issues.
Support Finance Business Partner teams with complex and technical ad hoc service led projects.
Support the wider Finance Leadership on ad hoc projects that may arise from time to time.
This is a temporary position until 30th June 2022, though there is potential for this to be extended further. The pay rate is £350 per day, negotiable depending on experience, and you will be working full time, 37 hours per week. Buckinghamshire Council are currently working on a hybrid basis where you will work remotely for 3-4 days per week and in the office 1-2 days per week.
The Aylesbury office is conveniently situated in the town centre (HP20 area) with great transport links including a local train station and excellent road connections to the M25, M1, M4 and M40
About you
The ideal applicant will have experience of working in or running a finance department.
You are able to communicate finance matters in a clear and concise manner to a range of stakeholders.
You have strong interpersonal skills and the ability to manage and encourage staff, colleagues and stakeholders.
The ideal candidate for this role will have:
A background in financial analysis, modelling and assessment that incorporates an ability to interpret and draw meaning from financial data.
Local Authority Finance Experience
Finance systems experience (SAP or equivalent)
Strong communications skills both spoken and in writing
Well-developed interpersonal skills with a proven ability to influence others to bring beneficial change
Commercial acumen, including an ability to support and evaluate the financial viability of key decisions.
Accurate with a keen eye for detail
Well organised and proactive
Able to get on well with all types of people
With up-to-date knowledge of accounting best practice and processes, you'll have the ability to model, analyse and interpret complex financial data and present to non-financial managers.
An effective communicator with well-developed interpersonal, persuasion and negotiation skills to build relationships and influence the stakeholder community, you will be able to work under your own initiative, with the ability to resolve most problems without the need for escalation.
You'll be part Qualified CCAB with relevant experience, or Qualified AAT with substantial relevant post qualification experience and a demonstrable ability to work with minimal supervision.
