Pertemps Recruitment on behalf of Buckinghamshire Council has an opportunity for a Waste Contract Manager in the Neighbourhood Services Team. This is a temporary position for until 31 December 2021, though there is potential for this to be extended further if the requirement is there. The pay rate is £20.60 per hour, and you will be working full time, 37 hours per week.
The purpose of this role is to ensure the effective management, monitoring and delivery of all waste contracts, and provide operational liaisons with the Waste Disposal colleagues and its contractors. In addition, this role will also lead on waste data management, and support the delivery of all other aspects of waste services
Responsibilities
To provide advice on policies and strategies to ensure the efficient, effective and improving delivery of waste and street cleansing services in a cost effective and lean think manner.
To manage waste contracts efficiently in line with relevant legislation, regulations, emerging guidance and the policies and priorities of the Council, and the objective of providing high quality customer focused services.
Ensure services, systems and processes are aligned as part of new team development and data managed.
To ensure that Bucks Council key objectives of conserving the environment, promoting sustainability, the most economically efficient service and providing a safe, healthy and cohesive community are central to the work of the joint service.
To work closely with key partner agencies in achieving the aspirations and objectives of the service.
Minimise risks and particularly ensure H & S good practice and compliance.
To support budget management of up to £12M per annum
To manage the waste contracts, including performance management and target setting of the contracts ensuring KOT delivery targets are met. Manage and deliver any new contracts required including any tendering process in accordance with the procurement rules and EU legalisation.
To ensure the production and storage of service performance figures, financial information and the management Contender contract management system
Provide management support in relation maximising income and minimise costs together with any agreed saving land targets / deliver of new team to agreed budget
Essential Skills and Experience
Educated to a degree level or equivalent
Hold a full UK driving licence
Extensive experience in management of staff and contracts
Extensive knowledge of waste and experience of interpreting environmental legislation
Knowledge of waste data recording and report systems
Knowledge of current trends, guidance and legislation relevant to district councils
Extensive knowledge of contract management
Knowledge of Health and Safety legislation and good practice
Proven management ability to manage a team and drive performance.
