We are looking for a Street Works Noticing Co-ordinator who has complete knowledge of notice and permitting process, is proficient in street works notice and permit activity and Fixed Penalty Notice reporting, can transfer street works data to various individual styles of reports and simple Power Point presentations, and has a minimum of 3 years noticing/permitting experience. You will be conversant in street works legislation such as the New Roads and Street Works Act 1991, the Code of Practice for the Coordination of Street Works, the Code of Practice for Inspections, and Part 4 of the Traffic Management Act 2004 – Street Works. In addition, Local Authority and subcontractor engagement experience in the highway utility installation arena is essential (not necessarily telecoms)
In addition to street works reporting, this role will also involve frequent engagement with Local Authorities and our Build Partners across the south of England to ensure permitting & NRSWA compliance is accurately reported on and managed to a high performing standard in line with legislation and council requirements. A confident presence will be also be required to influence and persuade higher performing noticing and permitting activities in a fast paced environment.
You will report to and be supported by the Head of Street Works Performance & Compliance, who will be interacting with the Highways Authorities, Build Partners and Local Authority Street Works Department or Build Partner Street Works senior representative would be an advantage.
Activities include:
Monitoring and reporting on Build Partner’s Street Works notice and permitting activities and performance across all processes – late starts/stops, missed Validity Periods, late registrations etc.
Ensuring any legislative communication follow up actions are acted on/concluded in a timely manner – 2 & 4 hour inspection defects, permit condition breaches, revoked permits etc.
Monitoring and reporting on FPN’s, Section 74’s, and other Local Authority inspections.
Monitoring and reporting on reinstatement defects and interim reinstatements, and influence timely remedial works.
Monitoring and reporting on internal/CG inspections.
Addressing HA queries in a timely and professional manner.
Assisting and ensuring that Build Partners submit permits in accordance with legislative requirements.
Collating timely evidence in relation to any challenges received from local authorities in relation to NRSWA and in particular, Sections, 56, 60, 66, 71,72,74 and 81
Liaising with members of the public, Area Office Staff, Local Councils, County Councils and other authorities on matters related to NRSWA.
Attending internal and external meetings and recording data/meeting minutes where required.
Supporting and occasionally representing the Head of Street Works Performance and Compliance.
Essential:
Proficient in the use of Microsoft Office, in particular Outlook, Excel, and PowerPoint.
Conversant in the New Roads and Street Works Act 1991, the Code of Practice for the Coordination of Street Works, the Code of Practice for Inspections, and Part 4 of the Traffic Management Act 2004 – Street Works.
Conversant in Street Works notice/permitting systems such as Street Manager, Symology, or other.
Conversant in the legislation and end-to-end process associated with notice and permit applications.
Conversant in the legislation and end-to-end process associated with the reinstatement defect process and associated inspection types and fees.
Proficient Street Works System reporting on but not exhaustive –
Number of permits submitted, granted, cancelled, and variations, etc.
Failed noticing/permitting process FPN and Sec 74 processing.
Local Authority inspection processing (Sample/Defect/Permit Conditions)
Inbound Street Works System communications/comments processing.
Experience in collating permit fees and charges for FPN’s, Section 74’s, Defects (72s)etc, and allocation to relevant Build Partners.
Experienced in collating street works fees for invoicing.
Experienced in collating street works related evidence for mitigation of FPN’s and failed inspections.
Understanding of yearly Sample Inspection allocation.
Understanding of applications for Temporary Traffic Signals (TTS) and Temporary Traffic Regulation Orders (TTRO)
Understanding of parking bay and bus stop suspensions.
Knowledge of HAUC guidance.
Full driving licence.
Desirable
Experience of internal Local Authority Street Works Department processes.
NRSWA trained to supervisor level – Units 1 to 10.
Knowledge of on site civils and cabling activities.
Geographical knowledge of area.
