Pertemps Recruitment on behalf of Buckinghamshire Council has an opportunity for an Organisational Development and Learning Consultant in the HR & OD team. This is a temporary position at £21.69 per hour (£41,860 per annum), and you will be working full time, 37 hours per week.
The purpose of this role is:
Leading and delivering Organisational Development and Learning & Development projects
Developing and providing specialist advice and guidance on Organisational Development, Employee Engagement and Learning & Development strategies
Developing and promoting learning and development platforms and interventions to meet training and development needs of the organisation
Experience of developing and maintaining an e learning portal, designing and managing the promotion of this to support L&D
Responsibilities
Lead on Organisational Development and Learning (OD&L) projects and shape specialist advice and guidance on OD&L strategies in new and emerging areas of focus
Provide confident OD&L consultancy to HRBPs and BU managers
Advise on strategic OD & L matters in complex areas and situations where there may be uncertainty and ambiguity – ie work around our Unitary programme of work, Covid, Integrated health & social care work programmes,
Take a lead in shaping the strategic frameworks for OD&L including researching them, understanding external best practice and metrics and using this insight to position strategies senior management.
Areas will include Organisation design, Employee engagement and staff surveys, Culture change, Talent management, and Health and Wellbeing, Learning and Development assessment, design, delivery and evaluation, and Apprenticeships and career pathways
Take an analytical approach to understanding root causes of issues and concern and use evidence to underpin OD&L interventions. Evaluate and measure impact of work undertaken and be able to discuss and show return on investment and added value
Work in close partnership with HR Business Partner colleagues to find best way to diagnose, plan, prioritise and deliver local OD&L interventions. Ensure adequate understanding of local business needs to ensure design of central interventions makes sense and is appropriately tailored
Identify opportunities for improving HR & OD strategy, processes and toolkits, identify solutions and proactively raise with relevant HR colleagues
Essential Skills and Experience
Degree qualified in a relevant subject or relevant experience
Professional qualification in a relevant area – CIM, CIPD, CIPFA
OD &L / HR experience in a large complex organisation and of leading, designing & managing OD&L projects with an excellent understanding of project management methodologies, diagnostic tools and systems
Experience of providing OD &L/ HR professional advice and support in complex situations including those involving unchartered waters – new initiatives, partnership projects
Proven effective influencing, negotiation and communications skills, both verbal and written and the ability to influence at senior levels (Executive/Cabinet Member level) either though written work and/or by face to face communication and impact
Proven ability to apply initiative and strategic awareness to problem solving and decision making
Ability to proactively work with stakeholders in identifying training and support needs, designing tailored solutions and delivering bespoke training sessions to colleagues and stakeholders including highly demanding stakeholders
Authority and credibility to build relationships and engage successfully with colleagues, partners and customers and stand in for Head of OD&L when necessary
