Resourcing Officer

Pertemps Recruitment on behalf of Buckinghamshire Council has an opportunity for a Resourcing Officer in the HR and Resourcing Team. This is a temporary position for eight weeks, though there is potential for this to be extended further if the requirement is there. The pay rate is £14.00 per hour, and you will be working full time, 37 hours per week.
The post holder will be responsible for providing pro-active resourcing support and advice to Resourcing Advisors, Resourcing Consultants, recruiting managers, candidates and new appointees. Being proactive ensuring resourcing service levels are consistently met and high quality customer service is delivered.
Responsibilities
Support the Resourcing Consultant with their specific service areas and ensure the vacancy filling and end to end recruitment process runs smoothly and meets required recruitment standards and service levels for candidate and hiring manager. Providing advice, challenge and support for more complicated recruitment issues.
Compose adverts, liaise with recruiting manager on advertising methods, and post adverts on our website and other job boards.
Check links with any external advertising on job boards, etc., to ensure they are working correctly.
Production of Candidate Packs
Liaison with recruiting manager and setting up interviews as requested
Book venues, rooms and put all interviews in respective managers' diaries
Prepare interview packs (CVs, Job summary, interview questions) before scheduled interview days and email these to managers
Wherever possible, meet and greet candidate at interview and get copies of A&I documentation.
Reject unsuccessful candidates at either shortlisting or post interview via Talentlink.
Maintain overview of Service Now to ensure queries are dealt with and closed down in accordance with agreed SLAs.
Respond to questions and queries from managers and candidates on the recruitment process, recruitment and safeguarding standards, contractual requirements and SLAs.
Undertake regular analysis from Service Now calls from the HR Service Desk and to initiate regular training for our Service Desk Agents to ensure they are regularly up-skilled.
To expertly manage the end to end Rosie Assessment process (for Children's Services only)
To attend Assessment Centres and, on occasions, be the lead point of contact for Assessment Centres.
Support the recruitment consultant to monitor and measure recruitment metrics and report on KPIs.
Collation and production of regular and adhoc data reports, such as empty seats, time to hire etc.
Other duties which may be required to be completed from time-to-time and which match the skills, experience and knowledge of the job holder
Essential Skills and Experience
Educated to NVQ Level 4 or equivalent standard
Well-developed interpersonal and communication skills to build relationships and engage successful with the stakeholder community. Ability to challenge managers and chase issues with authority.
Practical experience within a related field i.e. HR, recruitment, business support.
Good ICT skills – both standard packages and specialist systems such as SAP.
Proven initiative and judgement to identify and resolve problems, make risk assessments and recommend appropriate actions with a degree of automony based on subject matter expertise.
Excellent written and verbal communication skills and the ability to explain technical / specialist information in a way which a non-specialist can understand.
Good planning and organisational skills, with proven ability to prioritise and co-ordinate workloads, monitor and evaluate work, to ensure deadlines are achieved.
Numerate and accurate with attention to detail. Be confident with data and the ability to analyse data, record and interpret data accurately.
Ability to manage timescales and deliver reports/outputs to the required timescales.
Escalates issues which may present a risk to the organisation.
Identifies improvements to processes including communication of change/learning.
Excellent PC office skills. Word, Advanced Excel skills and the ability to do some interpretation and manipulation of data.
