SEMLEP Programme Manager
Location:21 Station Road, Watford, Hertfordshire WD17 1AP OR Ground Floor Office, Unit 28 – M11 Business Link Parsonage Lane, Stansted, Essex, CM24 8TY OR Unit 1, Walton Court Shopping Centre, Hannon Road, Aylesbury, HP21 8TJ
Working Hours: 8.30 am to 5.00 pm OR 9.00 am to 5.30 pm
1 hour lunch
Monday to Friday: 37.5 hours per week
Reports to: Communities Programme Manager
Contract Type: Fixed Term
Salary Band: £26k-£29k p.a.

Purpose of Job
Deliver BBO/ESF and other funded community programmes for TCHC to targets, outputs and contract requirements. The delivery of the activity will be in line with the overall TCHC strategy.
Successfully manage operational staff in relation to the agreed outcomes.
Collate engagement and output data and report on the progress of the programmes to the Communities Programme Manager and funding bodies.
Work with the Communities Programme Manager to further develop activity to continue to improve the successful delivery of the programmes, including the overseeing of direct delivery of elements of the programme by TCHC.
Work with all key stakeholders within the programme area to ensure quality of service and overall success of the delivery.
To meet individual and team monthly KPI’s and targets as set out by TCHC
Main Tasks & Responsibilities
* Meet programme, individual and team targets as set out by the Communities Programme Manager
* Ensure consistency in the strategic approach adopted by all programmes within TCHC
* Work effectively with peer Programme Managers to ensure consistency of approach and maximise efficiencies in the delivery, reporting and best practice methods of the programmes
* Ensure effective reports are produced and presented for the benefit of colleagues, the funding bodies, and other strategic partners on a regular basis, as agreed with Communities Programme Manager
* Manage the effective collection of all information required for the smooth delivery of the programmes including:
* Target profiles & allocations, both financial and participants
* Partner engagement – performance management and effective monitoring of and support to partners
* Liaise and work with the regional/sub regional stakeholders (this includes but is not exclusive to working with Job Centre Plus, Local Enterprise Partnerships, Community Organisations, Training Provider Networks, and Local Authorities)
* Work to secure the legacy aim of the partnerships that is better connected to support individuals in communities.
* Work with the National Lottery to promote the quality and equality of provision for participants engaged in learning / support
* Ensure quality delivery of provision to meet the needs of each client
* Work with Marketing Manager to ensure that the programmes are effectively marketed and delivered
* Ensure that all activity with clients is carried out in a professional and timely manner, to a consistent high quality and that any problems and issues are dealt with to the satisfaction of the client and reported to the Communities Programme Manager
* Ensure that the appropriate evaluation mechanisms are in place as required by TCHC and the National Lottery
* Ensure the programmes for which the post holder is responsible, are managed effectively and with proper regard for propriety, value for money and financial controls
* Provide regular feedback on activity to staff and the Communities Programme Manager with regards to targets etc and to contribute to future business development
* Ensure that all legislative requirements are observed and adhered to
* Ensure that all staff are aware of and encouraged to promote the take up by employers and learners of other TCHC products and service
* Responsible for ensuring quality and service processes, protocols and administration is in place to deliver successful audits both internal and external
* Deliver advice and or placement activity to support staff as required
* Collect evaluations and case studies as required by the programmes and agreed with the Communities Programme Manager
* Work alongside Marketing to develop case studies to support future work
* Be prepared to help your team deliver as need arises
* In addition, the post holder may be asked to carry out other reasonable duties, appropriate to their experience, qualifications and level.
Staff Resource Management
* Operational management responsibility for the programme team
* Lead and motivate to promote a high performing team
* Work with other departments to ensure quality, efficiency and VFM
* Ensure that Individual and team targets are met

Skills & Attributes
Qualifications
Level 3 NVQ in Advice and Guidance – Desirable
PTLLS, Certificate of Education or PGCE qualification – Desirable
Educated to Degree/Level 4 or equivalent comparable experience. – Essential
Knowledge / Technical Skills
General knowledge about types of training provider – colleges, higher education, independent, etc. – Desirable
General knowledge about community organisations and their place in local infrastructure – Essential
Project and performance management skills – Essential
Microsoft Office: Word, Excel, Outlook, PowerPoint – intermediate competency required. – Essential
Experience
Proven and successful record of partnership working in the employment and skills arena. – Essential
