Head of Regional Construction Management

Location: Can be based in either Milton Keynes, Manchester or Birmingham
Will be working remotely until further notice

Contract length: 6 months + (possibility of an extension or permanent position)

**This role is in scope of IR35**

Day rate: £530 – £615 (Depending on payment route – this rate is before Tax and NI)

Job Purpose:
Provide functional leadership of the construction management profession within the region, develop regional policies and strategies with regard to construction management, and cascade awareness and standards briefings throughout the construction management profession in the region. Provide expert construction management guidance on regional business plan development and lead deliverability reviews of proposed work banks. Direct the application of the construction management capability framework, strategic workforce planning and competency assessment process across the region. Define and implement regional Level 2 assurance of construction management activity across all delivery and asset protection
teams.

Key accountabilities:

1.Provide functional leadership of the construction management profession within the region, liaising as necessary with other functions with regards to standards, policies, strategies and frameworks with regards to construction management activity.
2.Provide direction as regards construction management activities to align them with regional objectives, targets and business plans, particularly with reference to safety performance, quality, minimising disruption to the operational railway, and stakeholder management
3.Define the Level 2 assurance regime for construction management in the region and implement an appropriate Level 2 assurance plan to demonstrate compliance with standards, policies and strategies in conjunction with other regional assurance activities.
4.Provide expert construction management guidance on regional business plan development particularly with regards to access requirements, buildability, and safety and quality targets. Lead the deliverability reviews of delivery team workbank proposals for future control periods to give confidence in robustness and achievability of proposals.
5.Provide specialist construction management knowledge, mentorship, best practice and skills to assist and guide construction managers in project teams to undertake their activity in a safe, efficient and effective manner.
6.Direct the application of the construction management capability framework, strategic workforce planning and competency assessment process across the region
7.Provide leadership and technical direction for the professional development of construction managers in the region by undertaking professional mentorship of engineers in support of their achievement of professional registration to their relevant Engineering Council.
8.Establish key performance indicators to benchmark, monitor and improve the performance of the construction management discipline within the region. Inspire others to achieve or better these indicators through regular communications, case studies, workshops etc
9.Lead knowledge management activities (lessons learned from implementation, best practice tools, methods and processes) to provide a focal point across the region for the profession, cascading key information to relevant parts of the region and Network Rail.

Skills and experience:

Essential
*Chartered Engineer or equivalent professional Construction Management qualification
*Recognised expert leadership capability in a relevant engineering discipline
*Profound knowledge and experience of construction management discipline and application, processes and products
*Comprehensive knowledge of engineering systems, engineering standards and process integrity
*Significant experience and successful track record in an infrastructure construction environment at a senior level both in terms of delivery and management
*Comprehensive experience and ability in the application of latest CDM
*Strategic approach to developing the discipline
*Ability to inspire others
*Ability to build relationship with key stakeholders
*Resilient with the ability to manage and prioritize
*Relevant experience of railway engineering systems and equipment, and implementation

Desirable
*Excellent communication and stakeholder management skills
*Experience in the design of railway infrastructure
*Experience of continuous improvement techniques
*Experience of developing and delivering change management programmes
